In September 1960, Frances Oldham Kelsey arrived at the Food and Drug Administration for her first month on the job and was handed what looked like a routine assignment. A pharmaceutical company called William S. Merrell wanted FDA approval to market a sedative called Kevadon, already widely used across Europe under the name thalidomide.
Merrell expected a quick sign-off. The drug was already selling in over 20 countries.
Kelsey said no.
Something in the safety data bothered her. It was thin and inconsistent, relying heavily on anecdotal evidence rather than the rigorous clinical evidence she believed was necessary. Her supervisors received complaints.
Merrell's representatives called her and her bosses 50 separate times, crowded into her office, and labeled her a petty bureaucrat for holding up a clearly safe drug. She held her ground through every visit, every letter, and every phone call for 19 months.
